项目摘要

ミネソタモデルに基づく公衆衛生看護介入のための教育用モデルを開発し、その有用性を検討することを目的に3段階からの研究を計画し、第1段階の、保健師を対象にフォーカスグループインタビューを行い、介入の具体的内容を明確化し、教育モデル原案の項目作成を目指していた。しかし、2022年もCOVID-19の感染への対応で保健師業務が逼迫しており、インタビューが実施できなかった。そのため、2022年度は2021年度に検討したミネソタモデルの17の活動方法のうち具体的内容が不明確であった４つの活動方法について具体的内容を作成した。①ソーシャルマーケティングは個人の行動変容と社会にも利益をもたらすことを目的に、対象者の自発的な行動に影響を及ぼすために情報収集・分析、計画、実施、評価に商業分野のマーケティング技術を応用した介入（健康診査の対象者を層化して受診勧奨はがきの内容を変更する）。②紹介とフォローアップはケースを見出し、個人や集団をリスク削減、対処力強化、受療のための資源につなぎ、改善されたかの確認を継続的に行う介入（糖尿病性腎症の未治療者への受診勧奨とその後の経過を観察する）。③委任された職務の遂行は法律で定められた医療従事者の権限下で公衆衛生看護職が実施する介入（住民への訪問DOTSを行う）と公衆衛生看護職が他の適切な職員に業務を委託する介入（特定保健指導を委託契約先の看護職に依頼する）。④コンサルテーションは、状況の改善のために介入を受けるコンサルティ（公衆衛生看護職、個人・家族・集団、ほかの保健医療福祉関係者）との双方向性の対話を通して課題の明確化と共有をし、課題解決のための計画・実施・評価（困難事例である在宅の認知症高齢者に対する見守りを検討するケア会議の参加者への支援をする）。
