無線システムにおける基地局間ハンドオーバーについて、移動端末が起動時に地上網と同期する必要がある手順を洗い出し、これらを地上網で事前に同期準備することにより、端末主導のハンドオーバーを地上網で支援する手法を考案した。従来の地上網主導のハンドオーバー手順は、移動元基地局と移動先基地局のセル共通区間で行われていたが、本手法では周囲の基地局でCFRA（Contention Free Random Access）同期に必要な資源を確保し、そのRAP（Random Access Preamble）情報を事前に移動端末に蓄積することにより、移動端末が移動元基地局との通信が途絶えた状況でも、これまでにない、以下のような二点の利点が実施可能である。・ハンドオーバー失敗リカバリ手順を一からやり直すことなく、周囲基地局から得た同期用情報を基に移動端末が自分で移動先基地局に対して無線区間の回復が可能である。・PON（Passive Optical Network）のような下りデータの同報が容易なメディアで地上網を構成することにより、地上網機器間の通信メディアを浪費することなく、移動端末向きの下り通信を移動先基地局に事前に送信することができ、無線区間の復帰後、直ちに移動端末の通信を復帰させることができる。この手法では、CFRA用RAPに加え、移動端末向きの下りデータの周囲基地局での複製というデータ面での準備を追加することにより、RAPと下りデータの有無の組み合わせにより、柔軟な地上網支援を行うことができる。なお、本手法におけるハンドオーバー中、無線区間途絶中の上りデータは移動端末に滞留していて無線区間回復時に移動先基地局に送信可能であるため、原理上対応不要である。
