项目摘要

本研究は、外国人介護労働者の中山間地域で長期的に定着に向けた課題を明らかにし、現在の外国人介護就労者、介護福祉士留学生、受け入れ企業への継続的な調査分析を行い、長期的な人材確保に必要不可欠なコミュニティ形成に向けた地域就労支援プログラムの作成をすることを目的とした。このため、日本で働く介護福祉士を対象とした調査のため、EPA介護労働者と、介護福祉士養成施設の留学生への現状調査を実施する。具体的には、①EPA介護労働者および過去7年のEPA受け入れ企業に対し、就労調査をおこない今後の意向や施設の支援状況や生活課題を把握し分析を行う。介護福祉士留学生と養成校への卒業後進路調査を行い就労状況の把握のため全国介護福祉士養成施設386施設の教務担当教員および介護福祉士留学生を対象に、郵送式質問紙調査票を実施を行った結果を用いて、論文作成中である。また、2020年度よりの外国人への調査結果をもとに、2022年度は外国人に向けた働きはできなかったが、外国人を受け入れている同じ職場で働く日本人対象の研修を行った。日本における外国人労働者の制度や現状での困りごとなどの報告や、介護職員対象の外国人介護職員の受け入れについての研修や日本人が受け入れの際に感じることの意見交換などの機会を設けた研修会を開催した。
