项目摘要

本研究は、ミャンマーの山岳地域において、中央権力をはじめとする外部者が権威主義的な方法で資源を収奪していく「フロンティア資本主義」の展開と住民の生計戦略の変化を、特に慣行的土地利用の変化に焦点をあてながら明らかにすることを目的としている。少数民族が多く居住する山岳地域は、長年にわたり中央政府との対立が続きそれは時として武力衝突の形をとった。とりわけ、本研究の主な調査対象地域であるカチン州は戦闘が断続的に続いてきた地域である。一方で、中央政府、国軍、また中国資本による資源収奪が民政移管後の経済開放路線の下で、むしろ加速化した地域でもある。そうした中で、実際に住民は生計戦略をどのように変えているのか、いないのか、また具体的にどのような問題が生じているのかを、地域住民への聞き取り調査を通じての解明を目的とする。しかしながら、2021年2月に発生したクーデター以後、ミャンマーは外務省の安全レベル２が維持されており、渡航の見通しがなっていない。特に、調査対象地域ではクーデター以後、深刻な武力衝突、ミャンマー国軍と住民が武装した人民防衛軍との戦闘が継続している。本研究課題の主な対象地域であるカチン州もその一つであり、国軍との緊張関係はかつてなく高まっている様子である。そのため、本研究課題に関連する情報もきわめて入手しにくい状況が続いている。そこで、政変のミャンマーの農業部門への影響を断片的にでも把握するため、現地で活動するNGOに、対象地域は限定的であるが、農業生産及び農家世帯の経済状況に関する委託調査を依頼した。

This research is based on the research on the mountainous area and the center of the mountain area.するThe method and resources of authoritarianism are used by outsiders to seize resources.
