项目摘要

本研究は、外国人観光客の津波避難行動における情報提供と避難所計画の影響分析をエージェントベースモデル(Agent Based Model)でシミュレーションを行った。訪日外国人の観光地として大阪市港区をケースとして、多言語対応や避難所計画の現状を把握するため現地調査を行った。現地調査では避難誘導サインの位置・内容・多言語化・デザイン・可視性のデータ収集を行った。避難誘導サインは日本語、英語、韓国語、中国語など複数の言語が使用されていた。サインの図は16メートルの距離から見えるが、日本語のテキストは9メートル、英語、韓国語、中国語はそれぞれ6.6メートルが必要であった。多くの避難誘導サインは避難所の近くに配置されているが、観光地が多い北側にはあまり配置されておらず、避難経路を把握することが困難であった。外国人観光客の言語能力、防災意識、観光地域の地理的な理解など特性考慮して、津波発生時における外国人観光客、居住者、日本人観光客のエージェントベース津波避難行動モデルを開発した。さらに、避難誘導サインの可視性や多言語対応・通信環境の有無・避難所のキャパシティの増加の対策が、各グループの避難率・避難時間に与える影響を分析した。シミュレーションモデルおよびシナリオ分析の結果から、外国人観光客と居住者の避難行動には避難所への到着時間に差異があることが確認できた。外国人観光客はサインのアクセスと多言語対応がされることにより到着時間を減少させることができた。外国人観光客の避難を支援するために、避難所のキャパシティを増やすだけではなく、多言語での情報提供を考慮に入れた包括的な計画が必要である。
