项目摘要

2022年度も本研究の対象地域である韓国におけるコロナ感染拡大のため、当初予定されていた1980～90年代の韓国における女性労働運動活動家や女性労働者、フェミニスト運動家に対するインタビュー調査や設問調査を実施することはできなかった。そこで、2022年度はいったん韓国におけるフィールド調査をあきらめ、1980～90年代の女性労働運動活動家や女性労働者の手記、研究者による研究論文、研究書などの文献資料の渉猟や分析に注力した。この過程で、地域コミュニティと女性を中心とする周辺部労働者の組織化や運動の緊密な関係が浮かび上がってきた。とくに、日本の周辺部労働運動との比較を通して、韓国のケアワーカーや家事労働者といった周辺部労働者の組織化と運動の展開・発展には、地域コミュニティ運動の強力な後押しと緊密な連携が不可欠であるという特徴が見出された。この発見をもとに、2022年11月19日に「ジェンダーの視点から見た韓国の労働改革　超短時間パートの増大と「細切れ労働」という働き方の増大を中心に」という題目で、日韓文化交流基金JENESYS2022日韓次世代会議で講演を行った。この講演では、研究対象期間を2020年までに延長しつつも、韓国の労働改革をジェンダーの視点から見た場合、労働改革による救済対象は、90年代から継続して低学歴、中高年層、零細自営業に従事する女性であることを明確にした。一方、前述したように本研究の新たな重要な分析の視点として、地域コミュニティ運動や新しい社会運動と周辺部女性労働運動の連携が見出され、これが極端に弱い日本と、運動のメインストリームとなっているオーストラリアという両極の中間に韓国が位置することが浮き彫りにされた。
