３年目の2022年度は、1年目、2年目にコロナ禍によって実施できなかった中国・台湾での史料調査を計画していた。具体的には、本課題と関わる上海・南京公文書館へ出向き、1920年代社会局の組織や構成員、及び行政側と事前機構側との往復公文書の収集・分析を行う計画であった。しかし、2022年6月までは仕事をしながら週一回通院して病気の治療を続ける必要があったこと、体力的にはまだ万全とは言い難い状況にあったこと、中国の厳しいゼロコロナ政策により渡航が制限されたことなどの理由により、結局は実現できずに終わった。一方で、世界で最も早く福祉政策が実施されたことで知られるイギリスと中国の比較はできないだろうかと考え、関連文献を通読した。イギリスの福祉政策、とくに児童福祉に焦点を当てて、中国との比較を念頭に置きながら、その福祉政策の変遷を把握することに努めた。加えて、昨年度に引き続き、1920年代中国で「慈善事業を支えた女性」というテーマについても、文献を通読して思索を深めていった。実証研究を重んじる歴史学では、史料がなければ何も始まらない。史料調査ができないのであれば、それに代わる成果を生み出すにはどうすればよいか。熟慮した末に出した結論は、これまで積み重ねて研究成果の集大成として本を出版することであった。これはかねてから報告者の念願ではあったが、まだ時期尚早なのではないか、という思いも抱いていたが、思い切って出版社の門を叩いて出版契約までこぎつけた。タイトルは『近代中国児童福祉の原型―北京香山慈幼院における慈善事業から社会事業への歩み』とする予定である。2023年11月の出版に向けて、現在着々とその準備を進めているところである。
