项目摘要

2022年度は，地方における副業・兼業およびテレワークを用いた創造的活動の実態を明らかにした。当初の研究計画では，地域住民による創造的活動とICTとの関係の把握・解明を目指していたが，コロナ禍による調査の制約もあり，企業活動における創造的活動とICTとの関係に注目した。まず，前年度におこなった高知県を事例とした県内立地企業の創造的活動とテレワークの導入との関係性に関するアンケート調査の追加調査として，企業へのヒアリング調査を実施した。その結果，調査対象企業の多くはコロナ禍を機にテレワークを導入したものの，テレワークによるクリエイティブ人材の採用は考えていない傾向にあることがわかった。一方で，フルタイムではなく副業・兼業による雇用形態で都市部のクリエイティブ人材を求める動きが一部企業でみられ，大都市圏に偏在しがちな営業企画や新規事業企画のスキルをもつ人材へのニーズが高い傾向にあることが明らかになった。本成果は学会発表１件および雑誌論文1件として公表した。さらに2022年度後半には，高知県におけるケーススタディの成果を踏まえ，同現象の全国的動向をデータベースとして整理し，その地域的特徴について分析した。その結果，一部地方では全国と比較して，「マーケティング」や「経営企画」のスキルを有する人材を求める傾向にあった。全体からみれば数は限られるものの，副業やテレワークを組み合わせた働き方が地方企業の創造的活動に組み込まれた背景には，大都市に比べて実務に接する機会が少なく，高度な専門スキルを有する人材の乏しい地方の実情があると考えられる。本成果については学会発表１件で公表している。
