项目摘要

3年目にあたる令和4年度では、治安部門の中でも特に準軍事組織に焦点を当てた分析を行った。研究成果をまとめた内容の発表は、King’s College LondonのConflict Research Society主催の国際学会で行う（2023年9月、ロンドン）。準軍事組織については現在、国際共同プロジェクトを展開しており、中東欧をベースとする若手・中堅研究者と共に協働し、英文書籍出版プロジェクトに参画している。このプロジェクトの成果物はPeter Langより、来年度中を目途に出版される予定である（仮題：Towards a New Typology of Paramilitarism: Balkan and Global Perspectives in Retrospect ）。これに加え、新たな国際共同プロジェクトの立ち上げ準備を並行して行っている。また、過年度に実施したジョージアおよびコンゴ民主共和国の事例研究についての文献収集・精査と言説分析の結果の取りまとめを継続実施した。この研究成果の一部は、英文編著書の一章として出版された（“Diffusion of labour rights: Georgia 2003-2019'” in Bacon, P., Chiba M. and Ponjaert, F. The Sustainable Development Goals: Diffusion and Contestation in Asia and Europe. pp. 142-152. 2022.10 Routledge）。この事例研究では、治安部門改革に関して過年度まで行っていた「ローカル・アクターと国際アクターとの間の関係性や相互作用に焦点を当て、両者がお互いにどのような影響を与えたかという因果的過程の追跡および検証」を、SDGsに関しても実施したものである。具体的には、独立後のジョージアにおいて、SDGｓ（ゴール８）に内包された労働権を巡る国際規範が伝播する過程に着目し、ローカル・アクターを巡るダイナミクスがどのようにして規範の伝播過程に影響を与えたかを検証した。
