项目摘要

昨年度において、立地適正化の対象とする都市計画区域とそれ以外の区域との基礎自治体財政の効率性を推定するためのデータの収集・整備を行っていた。本年度は主に、収集・整備したデータに基づいて次の２点について実証分析を行った。１．基礎自治体ごとの歳出総額、または総務費を除いた歳出総額に関する効率性値の推定（確率的フロンティアモデルによる）東日本大震災による影響をコントロールするため、対象としたデータ期間を2005年及び2010年とした。本推定の特徴としては、歴史的・地理的特殊要因を推定モデルに明示的に考慮した点にある。歴史的・地理的特殊要因は主に豪雪地帯、特別豪雪地帯、奄美・小笠原振興、沖縄振興、原発立地自治体をそれぞれダミー変数にてとらえている。歴史的・地理的特殊要因を考慮する理由は、これらの特殊要因が自治体の非効率性値を高く推定することとなってしまう問題があるためである。２．都市構造の違いがもたらす効率性値への影響推定した効率性値（非効率性値）に対して、都市構造（人口密度やポリセントリック指数）がどの程度影響を与えるのかを明らかにした。この推定を通して、現下進められている立地適正化計画を策定・実施することによって効率性を高められることを明らかにした。上記について、日本計画行政学会全国大会（山口大会）において報告を行い、座長、討論者、フロアーから有意義なコメントを頂戴した。また、研究成果として博士学位論文を作成し学位（博士　経済学）を取得した。
