项目摘要

本研究では、国・自治体レベル（公助）や地域コミュニティレベル（共助）で行う防災対策が個人の自助努力に及ぼす影響について検証することを目指す。本年度は、新型コロナウイルスの影響により延期になっていた地方自治体(市役所・町村役場)へのヒアリング調査を実施した。このヒアリングの主な目的は、地方自治体の市民防災への認識や防災対策に関する現状の課題について把握することである。今回は、大規模地震や豪雨災害による被災経験を持つ宮城県の15市町を調査し、各市町における公的防災備蓄の方式（集中型・分散型）や種類と量、発災時の避難所における備蓄品提供の基準、自助・共助・公助に対する考え方、民間企業及び自治体間の応援協定、防災担当課の組織体制、個別避難計画の策定などについて情報収集を行った。ヒアリングの結果、備蓄品の保管スペース、緊急時のアクセス（輸送道路など）、資金（予算）、想定される災害のタイプなど、自治体ごとに課題（制約条件）となっている状況が異なっていることがわかった。そのため、それらの条件によって公助として備えられる程度が自治体ごとに異なってくる。市民は、そうした状況を理解した上で、自助の程度を考えていく必要がある。
