项目摘要

2022年度は、神戸市・京丹後市の空き家再生の現場の視察を精力的に実施した。神戸市では、一街区まるごと空き家になった場所を再生し、住居やギャラリーなどの複合施設とする案件について、参与観察を複数回実施した。京丹後市では、地域の伝統産業である丹後ちりめんの工場跡地の活用事例を複数見学した。そのうち、「ニケ荘」と名付けられたシェアハウスは、外部からの移住者を呼び込むためのハブ機能を担っており、本格的に移住する前の体験移住の場として活用されている。通常の空き家の再生状況に加えて、銭湯の再生現場に対するフィールドワークも実施した。こうしたフィールドワークから見えてくることとしては、空き家の再生・利活用は地域のプレイヤーと建築家の存在が鍵となっていることである。行政は、たとえば神戸市であれば「空き家起こし隊」などを組織し、稼働させているが実績はあまり芳しくない。空き家を使って、チャレンジをしたいと考える者（プレイヤー）をどれだけ呼び込めるか、が重要である。研究代表者が調査している神戸市・京丹後市はいずれもプレイヤーが次々と参入している地域である。さらに、アイデアを実現するためには専門家の存在が必要である。そこで重要なのが「街場の建築家」と研究代表者が呼ぶ人々である。彼らはプレイヤーに寄り添いながら、アイデアを形にしていくプロである。この両者を活性化することが、空き家を再生し、街に活力を取り戻すことであると考える。こうしたアイデアは神戸市の施策として採用され22年度から、神戸市の建築家と協働した空き家改修補助制度として制度化され、今年で二年目を迎える。（23年度審査員として関与）2022年3月には研究の集大成として『愛されるコモンズをつくる―街場の建築家たちの挑戦』を晃洋書房から単著として出版した。
