本研究の目的は、介護保険制度下の生活支援にかかわるボランティアの位置づけについて理論的検討を行うとともに、介護支援ボランティア制度の実態を調査で明らかにし、生活支援サービス供給の一策としての可能性を検討することである。これまでの研究実績を踏まえ、本年度においても引き続き、ボランティアに関する理論的先行研究を行った。福祉分野における官民の役割のあり方を検討し、今後の日本社会における福祉分野の持続可能な体制づくりを提言するための研究をすすめるため、官民の役割分担や協働に関し先行研究を行った。また、介護分野に限らず、福祉分野において官民協働で行っている取り組みについて文献を用いて事例研究を行った。公的介護保険制度下における生活支援サービスの現状や実態を把握するためアンケート調査を予定しているが、当該調査を行うため当該調査を行うための有効な手段や方法を先行研究を行う中で検討を行った。また、先行研究等によるヒアリング調査にかかる枠組みの考察および枠組みの考察を行うとともに、国内および海外における先駆的取り組みを行っている地域へのヒアリング調査先の検討を行った。しかし、諸般の事情により実施することができなかった。これらの研究は、今後予定しているアンケート調査の実施および国内および海外での現地調査の実施、理論的な研究の成果物への帰着につながる基礎的な研究として重要な役割を果たすものである。
