项目摘要

本研究の目的は、社会福祉法人の「地域における公益的取組み（以下、公益的取組み）に影響を及ぼす経営管理の要因を明らかにすることである。そこで、2017年に実施した調査（社会福祉法人が経営する全国のさらに、先進的な取組みに対する事例調査を並行して実施することにより、公益的取組みに影響を及ぼす要因の実証を予定している。特別養護老人ホームのうち、2000カ所を層化無作為抽出）との比較検討を行うこととした。それにより「公益的取組みをどのように展開してよいかわからない」という法人の公益的取組みの円滑な展開への寄与を期待するものである。本年度は、前回調査と同様に全国の特別養護老人ホームを対象とした実態調査を行い、前回との比較検討を行う予定であった。また、社会福祉法人が経営する他の社会福祉施設として、障害者支援施設（入所施設）1500カ所および児童養護施設500カ所を調査委対象とし、実態を把握する予定であった。それにより、特別養護老人ホームだけではなく、他の社会福祉施設を含めた社会福祉法人の公益的取組みの実態を把握し、比較検討を行うことを予定していた。しかし、調査対象である「社会福祉法人の公益的取組み」について、調査にあたっての情報収集の段階で、新型コロナウイルス感染対策の継続にともない、「公益的取組み」実施の目途が立たない社会福祉法人の存在が明らかとなった。したがって、質問紙を用いた量的調査の実施時期を一年間延期し、事例調査実施にあたっての情報収集を実施した。また、特別養護老人ホーム以外の他の社会福祉施設として設定した障害者支援施設（入所施設）および児童養護施設について、調査実施計画の変更を検討した。
