项目摘要

地震・津波などの災害から地域が自律的かつ効率的に回復するために不可欠な「共助」について、本研究では、自社の経営を立て直しつつ、地域への支援を行った「企業による共助―『業助』」に着目し、「復興期」において「実現された業助の特徴」と「業助の実現要因」を解明することで、「業助」の概念を構造化することを目的としている。当該年度においては、宮城県名取市・岩沼市に立地する企業1054社を対象に、東日本大震災発災10年経過時点における「東日本大震災の影響と震災後の支援」に関する社会調査(郵送調査)を実施した結果をもとに復興期における業助の実態を分析した。また、2015年に実施した社会調査(郵送調査)結果と本調査の照合を実施し、両調査の回答結果を有する企業を対象に業助の実態の差異を検討した。さらに東日本大震災発災後10年間における企業による共助の実態を整理するために、業助の概念構造の要素となる「自社の復旧」について「東日本大震災（2011 年3 月以降）の影響と自社の復旧」だけでなく「新型コロナウイルス感染症（2020 年3 月以降）の影響と自社の復旧」を含め、前者の対応を通じて獲得した経験や教訓が後者の対応に影響を及ぼしているかを踏まえ業助の実現要因に関する検討を行った。上記の検討を踏まえ、「個人」「同業種の企業」「異業種の企業」「町内会」「学校・幼稚園等」「病院・福祉施設等」「ＮＰＯ・公益団体等」「商工会等の経済団体等」「企業の組合・交流会組織等」「消防・警察等」「市」「宮城県・国」の各主体と企業との支援・受援関係を整理し、企業の属性情報と組み合わせて分析した。分析結果をもとに企業の支援力と受援力の両視点から地域に影響を及ぼす業助ポテンシャルを評価し、「業助ポテンシャルマップ」を作成した。
