本研究の目的は，福島第一原発事故により長期間避難を強いられた福島県飯舘村を対象として，中長期避難農村の復興方策を検討することである。本研究で明らかにしたい内容は大きく５つある。「①中長期間避難における特徴分析」「②飯舘村民の生活実態における現在分析」「③集落機能維持状況の把握と維持方策の検討」「④飯舘村存続に向けた定住人口増加方策の状況分析」「⑤中長期間避難農村の復興方策の検討」である。2022年度は「①中長期間避難における特徴分析」と「②飯舘村民の生活実態における現在分析」「③集落機能維持状況の把握と維持方策の検討」に加え「④飯舘村存続に向けた定住人口増加方策の状況分析」について把握する予定であった。「①中長期間避難における特徴分析」に関しては，原発事故に限らず福島県を含む東日本大震災被災地を中心に，避難期間とコミュニティの状況に関する分析に必要な文献等の資料収集を行った。また，今年度は新たに中長期間避難を経験した三宅島に関する文献等についても収集し，分析を進め，その特徴について把握することに努めている。「②飯舘村民の生活実態における現状把握」，「③ 集落機能維持状況の把握と維持方策の検討」，「④飯舘村存続に向けた定住人口増加方策の状況分析」に関しては，新型コロナウィルス感染症の影響により調査対象者との日程調整等が難航したこともあり調査が行えていない。そのため，村の広報誌などから村民の生活実態等について抽出できる情報の収集を行なっている。なお，飯舘村を含む福島県の中長期間避難自治体における帰還条件等について，2023年度中に学会にて報告する予定である。

The purpose of this study is to discuss the long-term evacuation strategy for the Fukushima Daiichi accident and the long-term rehabilitation strategy for the Fukushima restaurant village. In 2022, we added "① Analysis of characteristics of medium and long-term evacuation","② Analysis of living conditions of restaurant villagers","Discussion on control of colony function maintenance status and maintenance policy", and "Analysis of control of population growth policy status of restaurant village". (1) Analysis of characteristics of medium and long-term evacuation, collection of necessary data for analysis of the situation of evacuation during the period of evacuation, including the disaster center of Fukushima Prefecture and East Japan Earthquake. This year's new medium and long-term shelter is available in Miyake Island, and the literature is collected, analyzed, and characterized. "2. Understanding the current situation of restaurant villagers 'living conditions,""3. Understanding the maintenance status of colony function and discussion on maintenance strategies,""4. Analysis of the status of restaurant village survival and population growth strategies," and related to the impact of new types of restaurant infections, survey targets, schedule adjustments, etc. The village's newspaper records, villagers 'living conditions, etc. are extracted and information is collected. In 2023, Itaka Village, including Fukushima Prefecture's medium and long-term evacuation self-government, will report on the conditions for return.
