本研究は、社会変容プロセスにおいて、自然資源権利者の価値観が農地ガバナンスの構築にどのような影響をもたらしてきたかを解明することにより、自然共生システムのガバナンス構築プロセスにおける関係主体の価値観の役割を明らかにすることを目的とする。農地を中心とする多層的な自然共生システムを新たなコモンズと捉え、日本・フィリピンの農村コミュニティを主な対象として国際制度比較を行うことにより、コモンズ論と社会変容論の拡充を試みる。2022年度は、特に過去4-5年における近年の制度変化に注目し、初年度より着手している日本の農地の所有・利用に係る制度変遷の調査を継続して行った。また、昨年度に引き続き、フィリピン・イフガオ州における農地ガバナンスの構造変化について、情報収集を継続的に行った。さらに、石川県の加賀・能登地方における農地ガバナンスの構造変化の事例調査については、各地方の農村集落について、過去の収集データに基づく分析を進めるとともに、加賀地方の農村集落については、現地へ訪問し、農地利用・貸借に係る過去4-5年間の動向や変化に関して、主要な関係者（行政官、農業者など）へのヒアリングを実施した。石川県の加賀・能登地方における農村集落の事例分析の結果については、国際誌Environment and Planning C: Politics and Spaceにおける論文およびRoutledgeからの書籍の章で発表するとともに、American Association of Geographers （AAG）2023年次大会において、書籍ローンチングのパネル参加および個別論文発表のセッションでの口頭発表を行った。

This study aims to clarify the impact of social change and natural resource utilization on the construction of cultivated land, and to clarify the relationship between natural symbiosis and the construction of cultivated land. A study on the intergrowth of natural resources in cultivated land and rural areas in Japan; In 2022, we conducted a survey on institutional changes in the ownership and utilization of cultivated land in Japan in the first four to five years. In the past year, the construction of agricultural equipment and information collection have been carried out. In addition, Ishikawa Prefecture, Kaga Prefecture, Noto Prefecture, Kaga Prefecture, Kaga Prefecture, Noto Prefecture, Kaga Prefecture, Kaga Prefecture, Noto Prefecture, Kaga Prefecture, Kaga Prefecture, Noto Prefecture, Kaga Prefecture, Kaga Prefecture, Noto Prefecture, Noto (Administrative officer, agricultural person). The results of case analysis of rural colonies in Kaga and Noto, Ishikawa Prefecture, were presented in the International Journal of Environment and Planning C: Politics and Space, the American Association of Geographers (AAG) 2023 Conference, and the oral presentation of individual papers.
