项目摘要

令和4年度はCovid-19の影響による海外渡航制限が緩和されたため現地調査を行った。タイ国の中央及び地方行政職員を対象に，沿岸域における防災と気候変動適応策に関連する活動準備と実施状況，それらの活動へのステークホルダーの関与について半構造化インタビュー調査を行った。調査の対象とした天然資源環境省海洋沿岸資源局と，ソンクラー県及びプーケット県における3つの自治市町では，防災及び気候変動適応策に関連する活動は実施されておらず，沿岸域における他のプロジェクトでは，3自治市町では活動計画がデザインされる際には自治体が管轄する全地域コミュニティを対象とする公聴会が開かれ，関係者を組み込むシステムが導入されていた。また地域レベルでの災害リスク認知を評価するため，沿岸部における地域住民を対象としたアンケートの予備調査及び本調査を実施した。予備調査では，災害リスク認知は同じ地域の住民であっても回答者により異なっており，ほとんどの災害をリスクと認識していない地域住民がいる一方で，集中豪雨や台風をリスクと認識している地域住民もいることがわかった。これらの調査結果は国際会議にて発表してまとめた。予備調査の結果を基に本調査では，災害リスク認知の差異を生じさせる要因を明らかにするため，地域の海岸利用と価値意識，災害経験とリスク認知，コミュニティ活動への参加頻度及び基本属性を含む項目を調査票に設定し，ソンクラー県沿岸部に位置する1つの海岸に隣接する3つの村の320世帯を対象にアンケートを実施した。
