项目摘要

本研究は、インド社会においてスマートフォンの急速な普及に伴う通信アプリを介した虚偽の情報の拡散とオンライン上の憎悪犯罪と暴行事件の頻発という現在進行形の問題に取り組んでいる。3年目の当初の計画は、インドのマハーラーシュトラ州での現地調査、調査成果を単著書として公表し、かつ総括的な調査として、コミュニティ・ポリシング活動への聞き取り調査と資料収集を行うこと、ケーララ州で自治体、教育関係者、州警察への聞き取り調査とネットリテラシー教育が行われている学校現場での参与観察を行い、合わせてグジャラート州に拠点を置く民間団体への調査でファクトチェックによる予防効果について検証することを予定していた。しかし、前年度に引き続き、国内外での新型コロナウィルスの流行拡大による渡航制限のため、現地調査やオフラインによる学会報告の実施は難しい状況であった。そこで、2021年度の研究成果をさらに発展させた形で、アジア経済研究所図書館およびオンライン上で、現地で刊行された報告書や新聞・雑誌記事を収集し、2020年3月から5月にかけて、インドで断行されて全土封鎖期間中のインド警察とコミュニティ・ポリシング活動についての分析を行った。タミル・ナドゥ州では、コミュニティ・ポリシング活動に従事してきたメンバーが一般住民の拷問に関与していたことが明らかとなって、1990年代から持続してきた活動が州政府によって解散させられるなど、この活動が持つ危うさが浮き彫りになった。この研究成果は、全土封鎖期間中のインド警察による反ムスリム的な言動や拘留死について検討した和文論文「インドにおけるコロナ禍の全土封鎖と警察活動」を執筆し、『国際学研究』第12巻第1号に掲載された。
