アンゴラ共和国における母子健康手帳導入の費用対効果について、明かにすることが本研究の目的である。当初計画では、2020年度にフィールドでのデータ収集を実施し分析、2021年度に成果発表をしていく経過であった。加えて、効果に係るデータは別の研究において見積り、本研究ではコストの見積もりをフィールドデータから行い、他で明らかになった効果とあわせて、費用効果を明らかにする計画であった。しかし、コロナの影響でフィールド調査に遅れが生じたことと、効果が明らかにならなかったため、フィールドデータに基づいた費用効果分析の実施が困難となった。よって、効果については他国等の2次データを使用し、シュミレーションを行った結果をレポートにまとめたのが、2021年度である。2022年度は、コスト分析結果の公表にむけて、再分析や執筆を行った。これまで、母子健康手帳の導入とその後の運用について、ミクロコスティングに基づいた増分費用を明らかにした報告は少なく、有意義な取り組みである。
