项目摘要

本研究は、政府の能力とその政策に支持・反対する社会関係の検証を通じて、SDGsを中心とした開発目標の達成に必要な途上国・新興国のガバナンスの制度化（＝構築）を開発政治学の視点より総合的に考察するものである。そのために本事業の各研究分担者は途上国・新興国ガバナンスの近年の動向とガバナンスの制度化の調査を実施してきている。COVID19の影響により対面の会合や海外出張などの活動は大幅に制限されてきたものの、可能な限り共同研究会や意見交換を通じて研究活動を進めてきている。具体的活動として、2か月に一度程度の国内共同研究会、海外調査（2022年度より）、国内共同調査（2023年8月予定）、各分担者による学会発表や論文執筆等が挙げられる。また次の研究サブテーマを設け、各分担者の研究焦点を明確化することにより、円滑な共同作業を可能としている。（1）計画と実施の齟齬の見地からの総合的なガバナンス制度の考察、（2）SDGs課題追求と関連させた経済ガバナンス追求の現段階、（3）民主的ガバナンスと世界的な民主主義の後退、（4）民主主義の後退下における制度化構築の課題、（5）ガバナンスの制度化から見た途上国SDGsの方向性、（6）SDGs推進各要素の比重（国家、企業、NGO）、（7）中央集権下の地方分権・地域開発と住民参加:民主主義制度化に関連して、（8）「法の支配」制度化の限界と政治意志の規定性、（9）汚職対策における制度化の限界と政治意志の規定性、（10）「途上国ガバナンス制度化」の国際要因と国内要因。最終年度に向けてこれら研究サブテーマの検証とそれらを総合的にまとめる作業を共同で実施する予定である。
