2022年度は遅れていた『新生児訪問および乳児家庭全戸訪問事業に関する実態調査』の補完調査に着手できた。市町村から家庭訪問事業を受託する4つの府県から訪問事業に関わる担当者にインタビューすることができた。その結果、次の4点が明らかになった。①家庭訪問事業を受託する市町村と府県助産師会は良好な関係性が築けており、市町村から府県助産師会の信頼度が高い傾向にあった。②家庭訪問事業だけではなく、他の母子保健事業にも府県助産師会としてもしくは府県助産師会会員である個人の助産師として協働していた。③市町村から受託する家庭訪問事業の報酬が不十分な傾向があり、家庭訪問事業だけで生計を営むことは困難な状況にあった。④家庭訪問事業を市町村から受託して運営するためにはマンパワー不足があり、府県助産師会の家庭訪問事業拡大を困難にしていた。また、マンパワー不足は若手育成の障壁ともなっていた。次に、セカンドステップとなる訪問事業を担う助産師のコンピテンシーを形成する知識・技術・能力、行動等抽出のためのインタビュー調査を21名の助産師に行った。その結果、家庭訪問時の知識・技術・能力の発揮は50サブカテゴリーから11カテゴリーが抽出され、２つの中核カテゴリー【受託業務としての家庭訪問を意識した振るまい】・【訪問ニーズを満たすためのエキスパートな対応力】が抽出された。また、受託した家庭訪問事業における他者評価は取り入れられていないことも明らかになった。今後は、コンピテンシーレベルを踏まえた詳細な分析をする計画している。
