本研究は、〈市民〉一般を対象とする間接的/普遍的施策と、〈移民〉のみを対象とする直接的/選別的施策の事例を、地域分類（大都市、大規模地域、中規模地域、小規模地域）ごとに蓄積することで、スウェーデンにおける〈移民〉包摂のマルチレベル・ガバナンスの構造を地域ごとの違いをふまえた上で明らかにすることを目指していた。新型コロナウィルス感染症の感染拡大により現地調査は2019年度夏の一度のみしか行えず、調査できた地域の事例はわずかに留まったが、2020年度に行った文献調査と合わせ、以下の点が明らかとなった。〈移民〉包摂のマルチレベル・ガバナンスは、垂直的側面、水平的側面いずれにおいても多様なアクターが関わり、政策・施策分野も多岐にわたる。そこで基礎自治体が独自に設置する〈移民〉の定住・社会参加を支援するための組織は多様なアクターをつなぐ重要な場となっており、基礎自治体とEUが直接つながる場ともなっている。しかしこのような追加的な直接的施策がどの程度の規模で採られるかは各地域の政治・経済・社会状況に左右される。近年のワークラインの強化や「反移民」の声の高まりは、〈移民〉包摂のための各種施策に対する引き締めにつながりやすい一方、人口減少が課題となっている地方小規模地域では中央政府やEUの補助金をあてに〈移民〉の定住を図ろうとする面もある。民営化の進展は、通訳・翻訳サービス、職業紹介サービスといった〈移民〉包摂のための各種施策にも影響を与えており、問題も生じている。他方、難民等とは異なりEU域内移動の〈移民〉に対しては、マルチレベル・ガバナンスによる責任の所在の曖昧さによって必要な施策が採られてこなかったという指摘もある。スウェーデンの各地域における〈移民〉包摂のマルチレベル・ガバナンスは機動的に変化していく側面もあり、今後も観察が必要である。
