本研究の目的は、西アフリカ内陸乾燥地域からの人口流入が急速に進むなか、ガーナにおいては移民と受入社会とのあいだで紛争が生じていない点に着目し、紛争が生じていない背景を人びとの取り組みから明らかにすることを目的としている。今年度の研究では、ガーナ南部の植生移行帯への人口流入および農地取得の実態についての現地調査・分析を実施した。調査の結果、植生移行帯には多くの移民が流入しており、彼らの多くがサバンナ地域からの移民であった。移民は地域住民から農地を取得しており、いまやこの地域の農業生産者の多くが移民であるという実情が明らかとなった。1960年代はナイジェリアからの移民が農業生産に従事していたが、それが1980年代を境にガーナ北部の人びとに置き換わり、現在では穀物や根塊類などの生産を担う主要な労働力となっている。これまでは移民の農地は年単位での貸借によって確保されていたが、現在は樹木作物を植えることにより成立する農地分割によって移民であっても所有権を取得できるようになっている。しかし、ここ数年は土地法に則った貸付の件数が増加しつつある。現状において地元民は農業生産の主力でもある移民を排斥する意向はなく、共存を望んでいる状況であるが、土地の管理をめぐる移民と地元民の対立は各地で報告されているため、今後もこの地域の動態を観察する必要があると考えられる。なお、この研究成果は、日本語論文1本によって公表される予定である。
