项目摘要

本研究の目的は、森林作業道や林道、中間土場などの「森林インフラ」の整備にかかる林業投資の経済的効果を、合理的根拠に基づき明確に評価できる手法を提示することである。これまでの研究から、森林インフラが、伐採時点が異なる各伐出時期の作業に実質的にどれだけ貢献しているか特定する理論（金森2018、安達2021）、現在から将来にわたっての収穫量と収穫材の経済的価値を反映した森林インフラの貢献度および費用推定の理論を構築した（安達2022）。2023年度は、前年度までに提示した森林インフラの貢献率および費用推定の理論度を基礎に、既存の減価償却理論とより整合的な理論を構築・精密化する。現在、同上論文で提示した理論・方法を用いて、以下の応用・実証研究に着手している。① 森林インフラの施業貢献度および費用特定方法の理論の精密化② ①の手法を用いた木質バイオマス発電の費用分析③ ①の手法を用いた林道、治山事業の経済的評価

The purpose of this study is to provide suggestions on the effects of forest investment on forest operation, forest roads and intermediate soil fields, and on the rational basis and clear evaluation methods. This research is based on the theory of qualitative contribution of forest harvest and different harvest time periods (Jinsen 2018, Anda 2021), and the theory of qualitative contribution of forest harvest and harvest value reflecting forest harvest and cost estimation (Anda 2022). In 2023, the contribution rate of forest products and the theoretical degree of cost estimation were suggested, and the existing compensation theory was constructed and refined. At present, the above paper suggests that the theory and method should be applied, and the following application and practical research should be carried out. (1) The theoretical refinement of the cost-specific method of forest industry contribution (2) The cost analysis of wood industry development (3) The evaluation of forest industry and mountain management
