2021年度の活動は、新型コロナウィルス感染防止のための諸規制により、前年度分の活動に引き続き、内容・期間の大幅な変更を余儀なくされた。そのなかで、引き続き研究課題に関する基礎的研究および研究基盤の形成に注力するとともに、分担者を増やし、オンラインによる研究チーム（協力者含む）内の意見交換を逐次行い、可能な限り研究成果を公開した。2020年度分の研究の過程で、対外言語普及が世界各地の消滅危機言語の思想や保全にも大きく関係していることを認識するに至り、その観点から本研究の発展的研究として、消滅危機言語の保存・継承・復興に関連する研究、およびその他の関連テーマの研究も積極的に推進することとした。そのため、不定期に開催している研究会のテーマについても、韓国、英国、ドイツ、米国の対外言語普及政策のほか、ウイルタの言語文化など、多様な主題・観点を盛り込むことができた。また、次年度の構想として「韓国社会の変化とTOPIK」「米国統治期沖縄と英語教育」などの研究の準備も行った。本研究の中間報告として代表者、分担者の共著となる英文論集を刊行した。また、本研究の一部は国内外の学会で発表し、多分野の研究者からのフィードバックを得た。新型コロナウイルス関連の諸規制に伴って2020年度分から研究計画を一部変更して実施している米国立公文書館（NARA）所蔵資料のデータベース化、アーカイブ化は、2021年も実施した。これは韓国、沖縄における米国の対外言語普及政策・事業に関連するものであり、今後、成果を出していきたいと考えている。2023年現在、新型コロナウイルス感染防止のための各種規制は次第に解除されつつあるものの、昨今の航空機の運賃高騰や便数減少などもあり、依然として出張や関係者との面会に制約がないとはいえず、影響は根強く残っている。今後、さらなる調査と成果公開を推進を図るべく構想中である。

A part of this study was published by the domestic and foreign societies, and many researchers from different fields obtained the results. The regulations related to new types of telecommunications will be implemented in 2020, part of which will be implemented in 2021. This is the first time that the United States has been involved in foreign language popularization policies and business relations. In 2023, the new type of aircraft infection prevention and control regulations were lifted in turn, and the number of aircraft operating in the past was reduced. However, the relationship between the two sides will be restricted and the impact will be strong. In the future, the results of the investigation will be made public.
