项目摘要

2021年度には、計5回の研究会および国内現地調査を2度実施した。研究会はプロジェクトメンバーの研究成果を共有するとともに、比較研究を行うための共通項の抽出を目的とした。あわせてゲストスピーカーからの報告を聞き、専門的な知見を得るとともに、比較のための方法論について理解を深めた。研究会の1回目は、西川優花の報告を通してイラン乾燥地における水利権をめぐる言説と慣行に関する知見を得るとともに、ゲストスピーカーとして車田敦氏より世界農業遺産に指定された大崎耕土に関するレクチャーを受けた。2回目は、塩谷哲史の報告を通して、中央アジアにおける灌漑史の概略と水利をめぐる国際関係、遊牧民との関係について理解を深めた。3回目は小沼孝博の報告を通して、新疆オアシスにおける農村と水利の関係について理解を深めるとともに、管理責任者の役割に関して中央アジアおよびイランとの比較を行った。4回目は、和崎聖日の報告を通して、ソ連解体後のウズベキスタン領フェルガナ盆地における水の管理制度と農村生活について新たな知見を得た。5回目は、小川道大の報告を通して、18-19世紀のインド西部デカン地方の農村社会における水利関係について理解を深めるとともに、ゲストスピーカーの三浦徹氏より比較研究を進めるための方法論と比較基準の設定に関するアドバイスを得た。引き続く新型コロナウィルス感染症の流行のため、当初予定していた海外現地調査を実施することはできなかったが、かわりに日本国内の伝統的水利施設の調査を行った。調査地は伝統的な水管理の組織や技術を継承する宮城県の大崎耕土と治水および利水を目的として建設された福岡県の山田堰である。調査を通して、伝統的な水利技術や管理運営制度、それらの背景となる環境認識に関する理解を深めることができた。
