项目摘要

本研究の目的は、子どもの貧困対策において、先進的な取り組みをしている自治体の状況（課題などを含む）、基礎自治体における対策の進展（停滞）や各都道府県の市町村支援の状況などを把握し、これらを共有することで、現在の基礎自治体を主とした子どもの貧困対策の全般的な向上に寄与することを目指すことである。そのために、①子どもの貧困対策を推進していると思われる複数の基礎自治体関係者を直接訪問し、ヒアリングを実施することによって、施策のあり方、取り組みの工夫点を把握すること、②調査期間中における、都道府県及び政令市の子どもの貧困対策についての進捗状況および管内基礎自治体における子どもの貧困対策の拡がり（または停滞）および基礎自治体の対策の状況を確認するために、都道府県・政令市担当部門あてへのアンケート調査を行うこととしていた。①については、コロナ禍が2021年度も深刻であったことから本格的な実施できず、2022年になってコロナ禍が収まるまで待たざるを得なかった。②については、「都道府県・政令市子どもの貧困対策計画等についてのアンケート調査報告書」としてまとめ調査対象自治体に送付した。②の結果として主な点としては、（１）「子どもの貧困対策のための専門部署」を置いているのは、都道府県の2.9％、政令市の11.8％に留まっていた。（２）都道府県・政令市独自の取り組みについては、子ども食堂や居場所づくりの支援に関連するものが多かった。（３）都道府県に尋ねた、管内自治体の子どもの貧困に関する計画策定割合については、ほとんどの自治体が策定（および見込み）であると回答するところもあったが、一部の都道府県ではかなり少ない傾向があり、都道府県ごとで格差や偏差が顕著であることが見える結果であった。
