项目摘要

本年度はアメリカでの在外研究を通じて第二次大戦後の退役軍人福祉政策の執行過程に関する考察を実施した。とりわけ、各文書館での史料収集を通じて、多様な利害アクターがいかに退役軍人福祉の政策アリーナの中に関与し、連邦政府実施の退役軍人福祉を形成していったかを明らかにした。とりわけ、労働組合に着目するために、ピッツバーグ大学、コーネル大学等の大学図書館に加えて、ワシントンDCの国立公文書館に訪問し、史料調査を実施した。また、退役軍人庁の退役軍人福祉行政に関する分析を実施するために、ワシントンDCの国立公文書館I、及びメリーランド州カレッジパークの国立公文書館IIにおいて、調査を実施した。本年度に実施した研究の成果は、2022年10月に政治経済学・経済史学会が発行する『歴史と経済』、及び2023年6月に社会政策学会が発行する『社会政策』にて、発表された。2022年10月に刊行された『歴史と経済』では、両大戦間期の退役軍人福祉と、大恐慌期アメリカで農産品価格の下落に苦しむ農民層との、通貨膨張を巡る利害の一致を分析した。また、2023年6月に発行予定の『社会政策』では、連邦政府が実施した退役軍人福祉を、州政府実施の支援施策が補完していた事実を指摘した。今後の研究としては、州・地方政府実施の退役軍人福祉の分析をさらに深めるとともに、退役軍人福祉が他の一般市民向けの社会保障制度といかなる関係にあり、また現在に至るアメリカ型福祉国家を形作ってきたのか分析を進める予定である。
