昨年度では十分に解明できなかった課題を念頭に置き、引き続き監軍部創設の経緯をより詳しく検討を行った。主に旧監軍部廃止・新監軍部再置という過程において、比較的に重要な役割を果たしたメッケル、山県有朋内務省、伊藤博文首相、桂太郎陸軍省総務局長の言動について重点的に考察した。第一、明治１１年発足した監軍本部は部隊、陸軍行政機関の検閲を担当し、人事権も手に握っていたが、同18年陸軍顧問としてのメッケル少佐が来日後、従来の監軍本部の所管業務に、軍事教育などの業務を付け加え、新監軍部の組織像を提案した。それは当時陸軍当局の賛同を得た模様である。第二、明治１９年、監軍部の存廃をめぐり参謀本部と対立し、強硬な姿勢を貫いた大山に対して、不満を抱いた伊藤は調停に乗り出したものの効かなかった。一方、自ら草案を作成したほどに監軍部の新設を支持した山県有朋であるが、陸軍紛議において伊藤に大山ら薩摩派との妥協を勧めたことも興味深い。結局、「陸軍検閲条例」と「陸軍武官進級条例」の再改正という当初伊藤の要望が実現には至らなかったが、翌20年、軍事教育を管轄する新監軍部は無事に発足した。上記の経緯を踏まえると、総じて新監軍部は大山、伊藤、山県三者が闘争・妥協の産物であると言って良い。第三、桂の回想によれば、陸軍行政整理の一環として、教育業務所管機関の独立が経費削減の効果を持ったそうだが、それより、同時期に行われた師団制の導入や大規模な軍備充実など、外征型軍隊を建設するという過程において、特科兵将校の養成や特科兵隊の錬成が必然的に要求されることになり、それを見据えて監軍部を作り、将来的に大きな役割を果たすことを期待されたのではないかと思われる。上記の知見の一部を論文にまとめ、同年の日本政治学会において報告を行った。なお、上記の作業に当たり、必要な研究書や刊行史料を科研費にて購入した。
