项目摘要

本研究は、多様な映画文化の普及と享受のための文化政策の内容と課題を明らかにすることを目的とする。映画政策に関する研究では映画製作支援のあり方が議論されてきたが、製作された映画が社会に提供され、人々がそれをどのように鑑賞（享受）するのかについては直接的に問われてこなかった。それに対して本研究では、製作・配給・上映のすべてを政策のなかに位置づけるノルウェーの映画政策と市営映画館を考察する。具体的には、ノルウェーの映画政策と映画産業の関係、自治体の映画館に関する政策と市営映画館、映画館以外の上映事業を考察して、配給・上映に関する映画政策の内容と課題を明らかにして、その可能性を検討する。2022年度は、以下の三つの作業に取り組んだ。まず、学術論文を作成するために、昨年度までに収集してきた資料を整理した。つぎに、昨年度に引き続き、ヨーロッパ諸国の文化政策・映画政策に関する学術的な研究を整理した。最後に、2022年8月と2023年1月にノルウェーでの現地調査を実施した。2022年8月には、オスロ市と地方都市（トロンハイム、モー・イ・ラーナ）の映画館で現地調査を行い、オスロ市とトロンハイム市の図書館を利用して映画政策と映画館に関する資料を収集した。2023年1月にはノルウェー北部のトロムソで現地調査を行った。調査実施期間に開催されていたトロムソ国際映画祭についてもフィールドワーク調査を行い、トロムソ市立図書館で資料収集を行った。
