課題に関する資料調査はほぼ終了した。松本の地元紙『信陽新聞』を国立国会図書館・松本市中央図書館等で閲覧したほか、県紙『信濃毎日新聞』についてはデータベースが完備されているので、県立長野図書館で各地方版にまで目を通した。他に『北信毎日新聞』『南信日日新聞』などからも関連記事を収集した。公文書については、長野県立歴史館所蔵の県議会関係文書や松本市文書館所蔵の合併町村役場文書、安曇野市文書館所蔵の旧有明村役場文書などから必要な箇所を写真撮影によって収集した。軽井沢町役場では町議会の会議録が閲覧でき、必要箇所を撮影した。これらをもとに、松本市が警察予備隊の誘致に成功したのち、部隊が必要とする演習地の確保をめぐって県内の他の自治体と軋轢を深めていく経緯を追った。松本部隊は当初は南郊の旧陸軍飛行場を演習地として利用していたものの、農地が荒らされるとして地元農民や自治体からの反発を受けた。霧ヶ峰や美ヶ原などの利用も画策したが、いずれも反発を受ける一方、軽井沢町では浅間山麓の演習地利用を受け入れようとする意向もあり、一時的に演習が実施できた。こうした中で恒常的な演習地を確保しようとして、有明村の旧陸軍演習場の接収に乗り出すと、現地開拓農家の中には反対派と賛成派が生じてきた。反対派は地元自治体や革新団体と結んで強固な反対運動を展開するが、賛成派は松本市に支援を求めてくる。松本市は有明演習場の設置を求める陳情書を県議会に提出したため、議会の場でも論議となり、しきりに報道されるなどして県内で注目を集めた。結局この問題は、農林省が認可したなかったために立ち消えとなる。以上の経緯に関して見通しが立った段階で、これを学術論文としてまとめる作業に入った。その結果、後掲の論文を執筆して『史学雑誌』に投稿し、査読を経て第131編第７号に掲載されるに至った。
