今年度は清代北京の治安統治と戒厳体制について研究を進めた。具体的には①②のようである。①乾隆―道光年間（18-19世紀）における首都の治安行政区画と官制、首都北京における保甲編査の実態、国家が治安維持上警戒していた流動的階層等を考察した。北京では、歩軍統領を責任者とする首都特別行政区が設けられ、北半分の内城は歩軍統領衙門が、南半分の内城は都察院配下の五城巡城御史と五城兵馬司が治安統治を担っていた。首都北京における治安統治の施設は堆撥（たいはつ）と柵欄であり、精度は保甲であった。しかし、首都北京では保甲は厳格に編査されず、1813年の天理教徒による紫禁城襲撃事件を契機に、保甲編査が厳格に実行されたが、1年半後には戸口調査がなされず、保甲が形骸化していたことを明らかにした。②咸豊―光緒年間（19-20世紀初頭）、北京は第二次アヘン戦争での英仏連合軍進攻以降、内外危機に見舞われ、城内では度々戒厳体制が敷かれた。戒厳体制施行時に、清朝は従来の保甲を用いて住民を掌握したが、住民掌握の精度を向上させるために街路胡同毎に限定した空間を設定し、官職保持者と商人に地域住民掌握と自警団結成を行わせ、統治秩序の倒壊を防いだ。清朝の住民把握は住民同士の治安末端組織の成立を推進した。また、清朝は第二次アヘン戦争で咸豊帝が北京より熱河に脱出した際に、定職のない民間人を雇募して治安維持部隊である練勇を編成した。第二次アヘン戦争後にも、練勇は廃止されず維持され、盗賊取り締まりを中心に北京の治安維持を担った。
