项目摘要

本研究は、清末東三省の建省改制の過程を整理し、それを通して新政期に中央と地方の権力争いの実態を分析し、満洲王朝の「根本重地」である東三省における満洲人の地位の変化を検討するものである。2022年度の研究成果は主に次の2点にまとめられる。1点目は、載振と徐世昌は東三省考察中民衆に出した告諭文の分析である。1906年11月に考察先の奉天で掲示されたこの告諭文は、これまでの先行研究のなかで利用されていない。載振と徐世昌の告諭文は、東三省の「根本重地」という位置づけを官制改革の実験台に転換させようとする中央の方針を一早く具体化し、地域エリートの勢力を助長し、八旗軍民の優越性の喪失は加速させる言説である。この告諭文はそのあとの東三省建省にとってイデオロギーにおける準備作業といってもよい。2点目は、東三省の建省と袁世凱の北洋勢力の東三省への進出との関係を究明した。中央官制改革で挫折した袁世凱は載振と徐世昌の東三省考察を利用して、関係者を東三省に派遣した。その後、東三省初代総督徐世昌、奉天巡撫唐紹儀、吉林巡撫朱宝奎、黒龍江巡撫段志貴はすべて袁世凱の推薦のほかに、各省の重要な役職も袁世凱の勢力に占められている。東三省の建省は袁世凱にとって勢力を拡大する機会となった。研究成果として、学会発表を3回行った。それに基づいて論文を執筆し、『東洋史研究』などに投稿する予定である。
