本年度（2022年度）は、立地適正化計画を策定した地方自治体への現地調査を通じて、地方都市における立地適正化導入における具体的課題を収集し、調査対象地域を絞り込む予定であった。しかし、新型コロナ感染症の余波により、年度内に予定していた現地調査の大半が繰り越しを余儀なくされた。このため、2021年度に引き続き、主要な研究テーマに沿った文献収集とその検討を進め、前年度と併せて次のような研究課題を整理した。①開発許可条例等を通じた市街化調整区域での住宅開発に関して、多くの地方自治体が立地適正化計画を導入後も開発許可の見直しを実施せず、事実上郊外部の新規開発が容認されている。②都市機能誘導施設の導入が期待される中心部の駅前や中心商業地に大型商業施設やオフィスビル等の遊休不動産が残存し、誘導施設の導入に目処が立たない地方自治体が一定数存在している。③国が都市機能誘導施設と位置づけている福祉関連施設にのうち、保育園など子ども福祉施設については地方自治体の通勤形態によって最適立地が異なること、また、通所型の高齢者福祉施設については居住誘導区域への立地を希望する地方自治体が多いことが判明した。④立地適正化計画は市町村が策定の主体である一方、都市計画区域を単位とする政策の整合性が求められている。このため、一つの都市計画区域を共有する複数の市町村での調整や、合併市町村のように一つの行政区域に複数の都市計画区域を持つ場合の地域間調整が困難である。これらの知見を、2023年度の研究計画に反映させる予定でいる。

(1) Development permit regulations, etc. are passed, residential development in the market adjustment area is related to, and many local governments are allowed to implement the development permit directly after the introduction of the site adjustment plan, and the new development regulations of the organization training department are accepted. (2) The introduction of urban function induction facilities is expected to be completed in the central part of the city, and large commercial facilities, such as leisure real estate, remain in existence. The introduction of induction facilities is expected to be completed in the local government. (3) Urban function induction facilities, location, well-being-related facilities, conservation parks, children, well-being facilities, commuting patterns, optimal site, different site, general site type, well-being facilities, residential induction areas, hope, local governments, multi-site identification. (4) The integration of urban planning and urban planning It is difficult to adjust between multiple urban planning areas in the case of sharing, merging, and administrative areas. The research plan for the year 2023 reflects the current forecast.
