2022年度は、前年度に引き続き、COVID-19のパンデミックという急性的な緊急事態が世界の医療製品に及ぼした作用について、国家・政府や関連産業、製品に関する知的財産の権利者及び利用者の対応について、情報や学説を収集、検討した。以上の点に関する2020年以降の世界的な動向とそれが医薬品アクセス問題に与える作用を分析、検討する研究成果が、インターネット上のブログ等にとどまらず書籍、論文として刊行され始めている。WHOを主軸として医療製品の開発、製造、普及を進めてきたAct-Accelerator及びCOVAX、或いはMedicines Patent Pool等の国際機関の活動、ノウハウの共有困難を克服する途上国での生産拠点の設立、WTOにおけるパンデミック対応に必要な限りでの知的財産保護の免除の提案・決定も、検討、評価されている。他方、先進国を中心にパンデミックが一定収束し、対処方法も見出される中で、パンデミック発生以降に世界的に共有されてきた感染者数やワクチン接種率のような基本情報の集約と公開を国際機関等が打ち切りつつあり、この事象もまた今回のパンデミックの教訓の一つではないかという危機感を以て集約に当たるよう努めた。並行して、他の共同研究において検討対象にしている個別の国家、特にインド、バングラデシュさらに米国における事態の推移に関して、現地研究者からも情報を得ながら検討し、インドに関して国際学会で、バングラデシュに関して国際セミナーで報告した。これらの国が医療製品の開発、調達に関して、多国間フォーラム、及び、ワクチン・ナショナリズムに基づく二国間、二者間の取引にどのように依拠してパンデミックに相対したかについて、国内外・国家間におけるパンデミックの推移を照らし合わせるように留意しつつ、検討した。世界及び米国の動向分析に関して、次年度に学会報告・論文発表を予定している。
