研究計画３年目にあたる当該年度は、これまでの資料収集や基礎調査をもとに、研究成果の取りまとめに尽力した。ただし、過去二年間におけるコロナ禍の制約による研究の遅れを完全に取り戻すには至らず、やむなく研究計画を一年延長して次年度にくり越すことを決断した。まず、最も大きな研究成果として、１９５０年代の東北開発論に関する研究論文「外資導入による地方開発構想」を発表した。戦後復興を経て、後発地域における農業開発やインフラ整備が次の国家的課題となる中、保守政権内ではその財源として世界銀行からの借款などを活用する構想が浮上する。対照的に、野党の日本社会党内では外資導入に消極的な意見が強まり、この政党間の態度の分岐がその後の自民党優位の政党政治につながった、という見通しをこの論文の中で発表できた。この研究成果をもとに、さらに１９７０年代以後の東北開発論についても研究を進められた。岩手県選出の自民党有力衆議院議員である椎名悦三郎の資料を分析し、椎名が提唱した東北開発論の特徴やそれらを裏づける経緯について一次資料に基づく考察を行い、公開シンポジウムでその成果を公表できた。また、さらに昭和後期から平成初期における東北開発論の事例として、当時の宮城県政に関するインタビュー記録などを発見・分析し、また当時の行政官や研究者を対象に追加の聞き取り調査を実施して、１９９０年代の地方分権改革に先立つ時期における東北開発論の提唱過程について研究を深められた。これらの原型となる戦前期の東北開発論についても資料調査や分析を進め、とくに戦前に内務大臣を務めた後藤新平の政治指導の特徴について、多角的な考察を実施し、その成果の一部を論文などで発表することができた。最終年度にあたる次年度では、これらの成果を体系的に取りまとめることが目標となる。

The prototype of this project was developed in the early stage of Tohoku Development. Data survey and analysis were carried out in the early stage of Tohoku Development.
