４つの柱からなる、本課題のうちの３本の柱は一応、完成し、残る１本の資料収集の大半を終えた。４本の柱は、（１）政府の構造改革政策、特に地方配分政策の削減と衆議院小選挙区での自民党の得票率及び候補者の当選の可否の関係に関するパネル計量分析、（２）政府の構造改革に伴う、政府・自民党の執行部の構成の変化、特に派閥均衡と当選回数優位の役職構成の空洞化に伴う、議員の昇進経路の変化に関する記述統計分析、（３）政府の財政事情の悪化、財政再建路線に関する情報が、有権者の地元利益誘導志向から全国一律の配分政策への変化の原因になっているかを実証するオンライン・サーベイ実験調査、（４）選挙広報にみられる候補者の公約が、地元利益誘導から党の社会経済政策の宣伝に移行したかのテキスト分析、である。これらを通して、自民党が2005年選挙での大勝、2009年選挙での大敗、2012年、選挙での大勝、2014年、2017年選挙での安定多数維持の一連の経緯を経て、農村を地盤とする地元利益誘導政党から、経済・福祉改革を掲げて全国的に支持を動員する政策政党に変容したかを検証するのが、本課題の目的である。研究の結果、（１）に関しては、自民党は2005年選挙で、従来の支持が弱かった大都市圏に進出し、2009年選挙では、従来の農村基盤を含めて、全国的に退潮し、2012年選挙では農村部、2014年選挙では都市部の勢力を回復し、全国政党化したことが検証された。また（２）に関しては、政府・自民党の役職への昇進が首相の政策遂行と密接に関係するようになったことが明らかにされた。加えて（３）に関しては、既に有権者のほとんどが地元選出の政治家の役割は全国一律の配分政策の策定と考えており、それが、国の財政事情の知識に左右されないことが明らかになった。（４）については公約のテキスト化に助成の大半を使用したが、まだ完成していない。
