年次計画では、3年目の令和4年度は、1，2年目の研究成果を踏まえ、モデルを検証する予定であった。しかし、1年目の研究では、先行研究の整理とこれまでの対外政策決定過程研究の再検討に取り組んだものの、1970年代など限られた期間しか研究を進めることしかできなかった。また、2年目の研究では、1980年代以降の「外圧論」についても再検討する予定であったが、事情により先に1990年代の政治制度改革期における対外政策決定過程の変化を中心に先行研究調査を進めた。その結果、2年目において実施するはずであった、「官僚主導型／官邸主導型」の対外政策決定過程のモデル化の結果に基づいて両者を比較するための研究に取り組むことが出来なかった。他方で、2年目の研究においては、「官邸主導型」のモデル化を進めるために必要と考える、経済問題と安全保障問題に関する理論的な考察を実施するために、経済安全保障政策に関する先行研究の調査と分析を開始した。これによって、官邸主導型の政策決定のモデル化に向けた分析が進展した。ただし、こうしたモデル化を実証的に検討するための資料調査や予備研究が十分進展せず、3年目の研究課題であるモデルの検証には至らなかった。最後に、資料収集、インタビュー調査に関しては、昨年度は主に1990年代を中心に、対外政策決定過程の中心的アクターと考えられる政治家、官僚等の回顧録、著書を収集・分析したが、今年度はその結果を踏まえ、2000年代や政権交代期の政治家や官僚等に関する調査を進めた。今後は政治的立場や時代状況を踏まえた比較研究をさらに進める予定である。これまで感染症対策の観点から、省庁の元官僚、現役官僚に対するインタビュー調査を差し控え、専ら資料による研究を行ってきたが、今後は対面での聞き取り調査などによってこれまでの研究の実証を進める。
