项目摘要

本研究の目的は、途上国の農村における土地所有の動向をひとつの視点とし、さまざまな要因から生じる個々人の期待形成の差異と、それがもたらす人的資源配分への影響に焦点を当て、将来の開発について検討するものである。農村における土地所有は直接間接のさまざまな経路を通じ、貧困削減に大きな役割を果たすものと考えられてきた。しかしマクロレベルの経済状況、そして各家計が直面するミクロレベルの状況によって土地に対する人々の期待は大きく影響を受けるため、その意義は必ずしも一律でない。この点に留意し、本研究では①土地所有に対する人々の期待形成と関連する諸制度との因果関係、②土地所有の意義に変容をもたらす社会経済諸要因の影響、③多様な期待形成の下での土地所有の動向とそれがもたらす人的資源の再配分を通じた開発へのインパクト、の分析を通じ、社会経済状況が大きく異なる二ヶ国における動向について実証分析を行い、将来の開発の可能性を考察する。過去2年に行った研究を発展させ、2022年度は特に土地の電子登記の県別進捗状況に焦点を当て、インド農村における土地の売買と離村の動向について既存の家計データを用いて実証分析を行った。その成果の一部は、「農業、土地、人口移動：インド農村の事例から」、"Agriculture, Computerization of Land Records, and Migration: Evidence from Rural India"として発表した。
