项目摘要

高速道路網が概成し、相対的に整備より更新が重要となるなかで、これまで空間的・時間的占有面積に応じて決められてきた車種別料金の見直しが急務である。具体的には損傷者負担原則により、大型車の料金を上げ乗用車の料金を下げ、道路利用者の総余剰を増加させること、さらに橋梁などの構造物区間の料金を割高にし、もって大型車を土工区間に誘導することにより、高速道路網全体の更新費用を削減することが期待できる。本研究の目的は「高速道路の維持管理・更新のための総費用を回収するという条件の下で、道路損傷を考慮した車種別高速道路料金を試算するとともに、同料金の導入により社会的余剰が増加することをシミュレーション分析によって明らかにする」ことである。2022年度においては、4. シミュレーション分析土工区間・橋梁区間からなるネットワークを想定し、料金プール制の対象費目、損傷負担費目を定め、分析シナリオとして記述した。その上で、将来の交通・物流需要等について比較ケースを設定し、道路費用関数を用いて損傷者課金のシミュレーション分析を実施し、社会的余剰が増大することを確認した。報告書・論文にとりまとめた。
