项目摘要

研究課題の未実現核燃料サイクル施設立地計画に関する文献調査、特に同時代の資料の精査により、計画主体の省庁、この場合は通商産業省の計画立案などに至る背景など全体方針策定に至る動因について、ある程度の見通しが得られた。今回は、そうした政府が音頭をとって進める原子力政策を、近代化以降の日本の工業政策、技術政策の中に歴史的に位置づけた。特に通商産業省につながる過去の省庁（日本史上では工部省、農商務省および商工省、軍需省など。現在の経済産業省にも一部言及）による政策と比較した。実作業的には同時代的な史資料、今回は帝国議会の議事速記録を利用して、過去の足尾銅山鉱毒事件などの鉱害問題と、研究課題の原子力問題を対比した。結果、各種の問題、特に対象地域住民との軋轢を生みやすくなる一般的傾向を抽出するとともに、その要因が政策中に含まれている点も指摘し得た。また、鉱害事件の被害と長期悪影響について、現代の原子力事故（本件の場合は福島原子力発電所事故）と対比しても、同様の規模と期間がある点も指摘し得た。当該年度の研究により得られた知見に関しては、速報的に『現代生命哲学研究』第12号(2023年3月刊行)110-131頁において、「日本が追い求めた『銅』と『神に誓って本当の銅』－殖産興業から原子力立国計画に至る重点産業政策」と題する論考にまとめて発表した。なお、この論考をもとに刊行予定の論文集に別途、考察を深めた論考を発表する予定である。
