项目摘要

2022年度は、４つの事例調査・文献調査を実施した。①宮城県村田町産廃不法投棄問題について。図書館で資料を収集し、現地を視察した。視察の際に、付近の住民にヒアリングを行うことができた。こちらの調査は、本研究の中心的な課題の1つであり、この問題に取り組んできた方に集中的にヒアリングをする予定であった。取り組まれてきた方が高齢であるため新型コロナ流行で、お会いできないうちに急逝されてしまったことから、現地視察までの調査となった。②滋賀県栗東産廃不法投棄問題について。現地視察を考えたが、交通が不便であり、現場までは徒歩で2時間くらいかかってしまうことから、時間の都合で文献調査を実施することにした。行政が出した資料は多くないが、滋賀県は環境問題に対する住民運動が盛んな場所であるため、住民が出した図書があることがわかった。③香川県豊島産廃不法投棄問題について。1996年からフィールド調査を実施しているが、こちらも新型コロナ流行で2020年3月を最後に行けなくなっていた。3年ぶりに現場の視察と豊島住民会議へのヒアリングができた。また、大阪にて関係者にヒアリングを行うことができた。④青森・岩手県境産廃不法投棄問題について。以前に現地視察と岩手県庁、青森県庁へヒアリングをしたことがあり、豊島でこの問題に取り組んできた岩手日報の記者と知り合いになっていることから、昨年まで張り付いていた記者の方を紹介してもらい、ヒアリングにて解決過程について伺った。また、この問題に当初からかかわっている住民代表の方と研究者の方を紹介して頂いた。次年度の集中的な調査実施の下地を整えることができた。
