超高齢化する日本では、介護保険制度の持続可能性という課題への政策的対応として、「地域包括ケア」政策によって、「住み慣れた地域で最期まで」を実現すべく、地域での助け合い（地域ケア）や介護予防（セルフケア）などを中心にインフォーマル・ケアの活用が模索されている。高齢化への対応としてのエイジング・イン・プレイス（住み慣れた地域で最期まで）を実現するためのインフォーマル・ケアの活用は、先進諸国に共通してみられる。とりわけ、オランダは2015年の社会支援法改正によって、インフォーマル・ケアをくみ込んだエイジング・イン・プレイス政策を展開している。インフォーマル・ケアは、大きくセルフケア、家族ケア、地域ケアに分かれる。このなかには、ケアする家族へのインフォーマルな支援も含まれている。そして、オランダの特徴としては、基礎自治体の権限と責任でエイジング・イン・プレイスを進めること、セルフケア、家族ケア、地域ケアというインフォーマル・ケアを活用して地域での生活を継続できるように専門職がオーダーメイドの支援をしているところにある。しかし、オーダーメイドサービス提供の失敗、サービス量の減少によるクライエントの異議申し立てという課題があるとの指摘や、一人暮らしの高齢者の認知症が進んだ場合など、エイジング・イン・プレイスの実現には課題も多い。また、基礎自治体の権限と責任でエイジング・イン・プレイスを進めていく上で、地域差についてもみていく必要がある。
