本研究は日・中・韓における「就労型貧困政策」の内容・成果・課題を明らかにするための比較研究である。2022年度はようやく韓国での現地調査が可能になったが、中国での現地調査はコロナの影響によって引き続き不可能な状況が続いた。そのため、韓国の貧困政策については現地調査を通して研究を進め、中国の貧困政策については、文献や関連法規に基づいた資料分析とともに、必要に応じて中国の研究者との遠隔意見交換を通して研究を進めた。韓国の就労型貧困政策については、若者のための資産形成政策を中心に4回にわたる現地調査と専門家聞き取りを行い、その全容を把握し、多数の事例を収集した。調査地域は釜山市東区と済州特別自治道西帰浦市の2ヶ所を中心に行った。資産形成政策は「青年発達口座」と知られるが、具体的に見るとその中にもいくつかの事業が含まれている。2022年度の研究を通しては、青年貧困者の自立支援のための資産を形成するように支援していく様々な政策プログラクムの内容を明らかにした。中国の就労型貧困政策の代表的例としての「扶貧政策」については、その歴史的発展過程と内容、1990年代以降の貧困率の変化、「脱貧困」宣言の条件として使われている12項目にわたる政策評価指標を明確にした。扶貧政策は中央政府の多数の部署とともに、共産党指導部が深く関わる政策であるので、既存の最低生活保障制度とはその性格を異にするが、その相違点についても明らかにした。2023年度に研究成果の公表を目指し研究結果をまとめている。具体的には、扶貧政策の概念と歴史、農村扶貧政策の発展と成果および特徴、そして扶貧政策の成果を測定するために使われる指標を明らかにした。
