令和4年度の計画は、①「刑の一部執行猶予者」の動向について文献調査を進める。②「刑の一部執行猶予」の判決を受けた対象を支援する機関の援助者インタビュー調査、③ヨーロッパの薬物犯罪者の刑事施設と回復支援施設の視察を行う等であった。①の計画である文献調査は順調に進められた。覚醒剤取締法違反による刑の一部執行猶予者の推移をみると、平成29年は208名、平成30年は862名、令和元年は1,310名、令和2年は1,211名、令和3年は930名であった。令和3年の薬物事犯の検挙者が7,970名であり、平成10年以降減少傾向であるので「刑の一部執行猶予者」も減少したといえる。最近20年間の年齢層別の検挙人員を見ると、20歳未満、20歳代～30歳代は減少傾向にある。令和３年の検挙人員の年齢層では、、40歳代（32.3％）、50歳以上（29.9％）、30歳代（23.3％）、20歳代（13.0％）、20歳未満（1.5％）の順であった。特に10～30代の薬物犯罪の減少は予防教育の成果とも考えられる。②の「刑の一部執行猶予」の判決を受けた対象を支援する機関の援助者インタビュー調査はコロナ禍のため実施できなかった。③のヨーロッパの薬物犯罪者の刑事施設と回復支援施設の視察は実施できた。デンマークのホーセホル解放刑務所を見学と施設職員及び受刑者と交流できた。同刑務所はここ10年ぐらいで変化があり、受刑者と家族・子供の面会ができるようになった。受刑者の子供の負担を考慮し、人権に配慮した受刑者と遊べる個別の庭、個別の部屋が用意されていた。刑務所に塀はなく、受刑者の服装は自由で、刑務所内の緑化事業、鉄筋工事などに従事していた。労働に対する賃金も払われていた。薬物依存の家族を支えるNGOも視察した。家族の相談場所と子どもの権利を守るために機能していた。
