本研究は、学術・実践の両面から日本型NQFの構築可能性への示唆を得るため、2014年に策定されたASEAN Qualifications Reference Framework (AQRF)に係る各国NQFの策定プロセスや枠組みを分析し、人材モビリティ促進の観点からNQFの運用状況や課題を検討することを目的としている。本研究期間中に、日本が締結した世界規模でのモビリティを促進するユネスコ世界規約（2019）が2022年に発効し、諸外国と日本の高等教育資格とを相互に比較・互換できる資格枠組み（QF）は国際モビリティを促す共通言語として、ますます重要な位置づけになってきたといえる。加えて、ユネスコの国際規約でも強調されるように、個人が生涯学び続けられる環境を整備するために、正規教育外の学習を評定・承認していくことも求められ、高等教育内外において細分化された短期学習の証明（マイクロクレデンシャル）を含めた非伝統型学習の質保証に、資格枠組みの検討が不可避となってきた。一方で、現在の日本において、学校教育制度の枠組みを超えた職業資格などを網羅する総合型の全国資格枠組み（NQF）の開発は、省庁間の調整や労働市場の参画などの政治的合意が必要となるなど、即座に実現することは容易ではない現状を踏まえ、現段階で提案が可能な枠組み「日本の教育資格枠組み（Japanese Educational Qualifications Framework）（試案）」を策定し、その成果を学会やセミナーでの発表、海外学術誌の論文にて公表した。

This study aims to provide guidance on the feasibility of constructing Japanese-type NQFs from an academic and practical perspective, to analyze the NQF planning and development framework for each country under the ASEAN Qualifications Reference Framework (AQRF), and to examine the issues of human resource development and the status of NQF utilization in 2014. During the study period, Japan and China concluded the World Statute of Higher Education (2019), which is expected to be held in 2022, and the qualifications for higher education in Japan and other countries will be compared and exchanged. The international regulations of higher education emphasize the quality assurance of individual career and environment, the evaluation and recognition of external learning, the segmentation of internal and external higher education, the certification of short-term learning, and the evaluation of qualification and organization. On the one hand, in Japan today, the organization of the school education system, the recruitment of professional qualifications, the development of a comprehensive National Qualification Fund (NQF), the adjustment of provincial and municipal conditions, the participation of the market, and the political consensus are necessary. At this stage, the proposal is possible to organize "Japanese Educational Qualifications Framework (Trial)", to formulate the results, to publish the report of the Society, and to publish the papers of overseas academic journals.
