项目摘要

本研究の目的は、夜間中学における多様な生徒集団がもたらす協調原理を解明し、それが現代の喫緊の教育課題であるいじめ問題や不登校支援のあり方にどのような効果を及ぼすのかを追究することにある。また、その教育効果を検証することにより、公立夜間中学校の新設または増設がなかなか進まない各地方自治体に対し、夜間中学の教育効果と必要性を訴え、その新設及び増設を促すことにある。今年度は、新型コロナウイルス感染症(COVID-19)による影響もやや限定的になり、12月にはようやくイエナプラン実施校の一つである福山市立常石ともに学園への視察を行うことができた。また、本研究の仮説を立てることにより、昨年度に引き続き香川県三豊市立高瀬中学校夜間学級への支援を行い、さらには名古屋市立夜間中学設置に関する有識者等会議（3月発足）において、目指す学校像に向けた提案を行うことができた。また、これまでの研究成果を活かして、「夜間中学の必要性とこれからの学校教育のあり方」等について、鹿児島県・徳島県・大阪市等での講演やシンポジウム、新聞等のメディアで発信することもできた。2023年4月現在、公立夜間中学校は17都道府県に44校設置され、さらに2025年度までには18校の設置が予定または検討されている。今後もあらゆる機会において、夜間中学を創るということは、憲法における基本的人権の保障、学習権の保障、つまり「学びのセーフティネット」の構築に向けて非常に重要なことであるが、それ以外にも教育のあり方を改革すること、すなわち昼間の学校の子供たちが生き生きと通える学校づくりにつながることを発信していく予定である。

The purpose of this study is to clarify the coordination principle of student aggregation in evening middle schools, and to investigate the problems and problems of modern education. New facilities for public evening secondary schools are being promoted in local governments to demonstrate the need for evening secondary education. This year, a new type of COVID-19 infection (COVID-19) has affected the limited number of students. In December, Fukuyama City's Changshi School inspected the school. This study was conducted at a meeting held in March 2011 to support the evening school of Kagawa Mitsuru Municipal High School and to propose a proposal for the evening school of Nagoya Municipal High School. The results of this research were published in the journal "Necessity of Evening High School" and in the journal "News" published in Kagoshima Prefecture, Tokushima Prefecture and Osaka City. In April 2023, public evening schools were set up in 44 schools in 17 prefectures, and in 2025, 18 schools were set up in advance. In the future, it is very important to build a basic human security, a guarantee of learning, and a direction for the construction of "learning and development" in the Constitution.
