项目摘要

災害の発生が予測される状況で避難指示などの情報が出されても、住民が適切な避難行動を行っていないことは繰り返し指摘されている。本研究では、災害のリスクではなく、対策行動のポジティブな側面に着目することによって避難行動を促進する方策を見つけ出すことを目的としている。今年度は、2022年8月1日から6日にかけて前線の活発な活動により大雨となり気象庁が大雨特別警報を発表した山形県と新潟県、さらに記録的な大雨となった石川県の住民各1000名を対象としてアンケート調査を行った。アンケート調査では、この大雨により災害の発生が予測された状況下での実際の情報取得状況や、状況の認識、避難行動について回答を求めた。その結果、このような状況の時にいずれの県においても90%以上の住民が災害や避難に関する情報を取得しようとしていたことが明らかになった。防災気象情報には大雨特別警報、土砂災害警戒情報など気象庁が出す情報と、緊急安全確保や避難指示など市町村から発表されるものとがある。しかし、住民の中にはそれらを混同したり、誤認したりしている可能性があることも明らかになった。具体的には大雨特別警報が出ていなかった石川県の住民のうち約70%の者が、大雨特別警報が出ていたと回答していた。また自分の住む地域に避難情報が出ていたと回答した者のうち自宅以外の場所に避難した者は、いずれの県においても10%未満と少数だった。自宅以外の場所に避難しなくても安全な場合もあるが、適切な避難行動を取っていない住民もいると推察されるため、避難行動を促進する要因に関するさらなる検証が必要である。
