本研究では，初等・中等教育から，高等教育までの「教育測定データの蓄積」を，「発達面・社会面で配慮が必要な児童生徒」の支援制度の設計を進めていくための基盤となるデータとして捉え直す。その上で，次の2つの課題の克服に向けた支援策の設計をめざしている。① 暦年少者の大学受験機会の保証② 外国人児童生徒の教育測定に基づく支援上記の事例は，潜在的な能力はありつつも，成長発達や社会言語面で不利な点が，進学などへの足かせになっていることが想定される事例である。ここでは，個人の処遇に直結する「大学・高校の入試データ」を対象とし，その蓄積の活用を図る。そして，事例ごとに対象となる教育測定データを検証する。また，入試そのものの実態調査も行い，事案固有の要件をふまえた支援方策を立案することをめざすこととしている。令和3年度は，特に①の「暦年少者の大学受験機会の保証」に関する研究を進めた。大学入試センター試験 (以下，センター試験)をどんな背景を持つ者が受験しているかを把握するために，志願者の年齢を分析した。新卒志願者について月齢ごとに区分して，人口動態調査から得られた全国学年コーホートの月齢人口に対する志願率を分析した。その結果，暦年長者である程，センター試験の志願率が高い傾向が見出された。その一方，英語や数学の試験の成績は，逆に暦年少者ほど高く，国公立大学の合格率も高いことがわかった。そこで，「21世紀 出生児 縦断調査」の データを新たに分析した。その結果，高校進学時には，暦年少者は学力面で不利であったが，その後の高校の学習過程で 次第に学力が伸び，学力意識としても自覚されていることが明らかになった。

In the third year of Linghe, special attention will be given to the university recipient of the young and young people to ensure that their research will be improved. The students who hold the background of the university will have a good grasp of the situation, and those who are interested in the year will be analyzed. For those who have new records, their monthly records will be divided, and the demographic status will be analyzed in terms of the national academic year, the monthly population rate. The results showed that the older people did not go through the journey, and the rate of success was higher than that of the elderly. On the other hand, students in English mathematics have become successful students, while those who are young are very high, and the qualified rate of Chinese public universities is very high. In the 21st century, I was born in the middle of nowhere. The results show that colleges and universities are not good at learning, and those who are young are not good at learning. After that, students in colleges and universities have gone through the process of learning for the first time, and their academic ability and knowledge have been improved.
